The ransom message ends with a warning to the users that if they change the name of the encrypted files and attempt to decrypt them using third-party tools, and/or run anti-virus software – this will result into permanent data loss.

In case if you cannot start the PC in “Safe Mode with Networking”, Try using “System Restore”
