While neither the FILES ENCRYPTED.txt text file nor the pop-up windows provide any ransom payment information, the pop-up window provides a little hint using third parties’ software will cause increase the ransom. The note ends with a warning that renaming the encrypted files and decrypting those using third party tools will render permanent data loss.

In case if you cannot start the PC in “Safe Mode with Networking”, Try using “System Restore”
